Are on Their Wa ay Back to India via Vancouver and Japan--Commis- sioner! Richards a Visitor, On Tuesday evening the Salvation Army Corps had a well-attended meeting as ¥ welcome to Col. W. Ste- vens and ¢ a party of ten women Sal- vationisty 'who are on their way India. Commissioner Richards and Brig. Morehen were here for the "event and it proved one of the most successful meetings ever held in the annals of the Salvation Army in Kingston. The ladies in the party are the wives of Lieut-Col. Hipsey, Brig. Clayedon, Adjt. Mabe, En. Mortimer and Staft-Capt. Tylsley, Mrs. (Capt.) Costley, Miss (Adjt.) Keron, Miss (Capt.) Duce, Miss (Adjt.) Bryne and Mrs. Mabe's daughter. The par- ty were in England on furlough un- til a few weeks ago, when an order was issued that no women would be allowed on the Mediterranean Sea. This prevented their return by that route and they are going by way of Canada, Vancouver, and Japan, and expect to reach there by May. In an interview and from informa- tion given by the speakers at the meeting, the /Whig learned many in- teresting facts of the work .that the Salvation Army is endeavoring to do for the natives of Britain's big col- ony. There are to-day over 2,000 Salvationists working in the cause of Christianity and trying to make the natives see the proper way to live and work In one case, which the colonel recounted in an interesting way in his address, there were over 2,000 natives gathered in the folds of righteousnéss in a fortnight. This was accomplished by 'holding meet- ings by the officers in the villages, travelling from place to place. In speaking of India in war time-- the colonel left that country fifteen months age----he said that the natives generally do not thoroughly appreci-| ate There are only about twenty millions ' of the total population who are at all educated. The army that went to form the Indian divisions in France was recruited from men, without education but with more in- Lalligen~e than that possessed by the ignorant, untravelled villager. One special branch of the work was splendidly explained by one of the party, It has to do with the ef- forts of the Salvationists among the criminals." . There are police officers appointed, but without the touch of smypathy and understanding they have made a bad mess 'of the erim- inal question. Trouble has been ex- perienced particularly in the north- west district; that around Punjab and Madras. . The workers are now taking charge and experienging splendid results and making' these people understand the advantage of leading a better life. The speaker mentioned that Commissioner and Mrs. Hunter, who went down on the, Empress of Ireland, were the first to inaugurate this branch of work, and it has since Worked out satisfactor- ily. During the svelte Mrs, Hipsley, Mrs. Mabe, Mrs. Clayeden and Mrs. Mortimer spoke of their particular work,and their addresses proved very instructive. Brig. Mhe fire and light committee yes- terday afternoon decided to stick to the wage schedule it presented to the City Council at its last meeting, and which 'was reférred back for futher consideration. The committee mem- bers expressed themselves as of the opinion that the schedule was as fair as they could suggest. It was decided to have the fire by- law 'amended by providing that «ll minor repairs required at the fire stations should be done by the men under the direction of the chief. This has been customary, but the com- mittee thought it better to have the by-law say so Chairman Litton reported that the fire team, whieh was reparted by the chief and the city veterinary &s be- ing no longer useful to the depart- ment, thad been sold for $165.
