London, April 17.--During the consideration of the man power bill in committee of the House of Com- mons, Sir Edward Carson appealed to the government to deal frankly with both the Irish members in the house and tell . them plainly what kind of machinery they intendedwio set up. We sald he. found great difficulty in understanding where they were under the bill and was be- ginning to have grave doubts wheth- er the government really meant to put it into effect or mot. The government, he said, made a vital mistake in its manner of intro- ducing the measure and would make the state of feeling in Ireland ten- fold worse if it kept the house long- er in the dark.
