Rodger Thought It Best to With. hold a' ¥inal Vote For Another Fortnight, The housing by-law was the City Council on Monday and after it had received a pretty thorough discussion, Ald. Rodger, chairman of the housing committee, who introduced it, moved that. the council, then in committee ol the whole under the chairmanship of Ald. Smith, arise and report progress. This resolution was agreed to, and hefore night, meeting of the Council, Ald. Rodgar stated that he thought it wise to withhold final action on the; by-law until the aldermen learned if the Ontario Government would make further changes in the housing act whereby there would be less objec tion to it on the part of the smaller municipalities. Toronto raised objec- tions to it and was receiving special legislation. There was a good aéal of discus- sion on the by-law, with Ald, Gra- ham as its chief opponent, and Alds, Rodger, Litton, Patterson, . Anglin and' Sthmons and Mayor Newman as its champions. Ald. Graham pointed out that a workingman could not afford to pay $30 a month for a house, as he would have to do if he built now. Furthermere, he objected to the dras- tic conditions imposed which gave the housing commission very wide powers. 'lr Wwe could see that the housing legislation was going to. be of any benefit to éither workingmen or soldiers he would support the thy- law, but he could mot see that any benefit would result, Ald. Rodger tated that the special committee appointed by the council had given the question rull considera- tion. The city solicitor had report- ed that the council could not control the housing commission. Ald. Rodg- er disagreed with Ald. Graham's figures as to the monthly payments. He had secured reliible information that the payments would be as fol- lows, including interest, taxes, local improvements, 'repairs and insur- ance: On a $3,000 house $27.06 a month; on $2,600 house, $22.25. Ald. Rodger funther stated that he thought a good many people could afford to make the above payments and eventually own their own houses, if they curtailed expenditures in luxuries. He bad in his band a peti- tion from twenty-six people who said they-w waiting the passing 'of the housing by-law so that they could borrow money t ild houses. Ald. Rodger pointed out that the com- mission the council would appoint had the power to refuse to loan money if ii saw fit. Even if this city did Jose a little in the scheme of loaning, HW would eventually get the money back in taxes. Ald. Graham disputed Ald. Rod- ger's figufBy and contended 'that al $3,000 house meant a m®nthly pay- ment of $31.33 for twenty years. He pointed to Toronto refusing to ac- cept the act as passed by the legis- lature and getting special legislation for itself. In reply, Ald. Rodger declared that more houses were certainly necessary. He had proef of this. Mayor Newman said he was sup» porting the Dy-law. He knew of the shortage of houses in the city and was of opinion that the housing by- law would be the remedy. The mayor declared that the city would be very backward if it did not take advantage of the new act. Ald. Patterson pointed out that there was {oo much assumption as to what the workingmen could not do. There were many working men to-day who were paying from $20 to $30 in'rental and receiving nothing fbut receipts. He could not see 'that - arg the joy of.it. Simmons intimated that he was quite satisfied to take a chance of voting for it if a few more provisions were put into it.
