A. meeting on Mon- day evening, Mayor Newman distuss- ed the action of the City Council in not appointing a returned soldier to the postion of garbage inspector. The mayor stated that he personally had done what he could to attain this end, but that it should be remember- ed that he had only one vote in couneil. On being asked whether or not the city council in meeting was governed by Bourinot's rules of pro- cedure, the mayor stated that he be- lieved the council had their own bLy- laws which governed minor ques- tions of procedure, but that all ques- tions not covered by such by-laws were governed by Bourinot on pro- cedure. Dispersal Area also spoke on the work of the Y.M.C.A. ant asked for the names of volunteers to assist in the campaign. Discussion followed, and. the fol- lowing resolution was adopted: "That the Association heartily en- dorse the present Y/M.C.A. campaign, and is in favour of comrades volun- téering to co-operate with the ecam- palgn committee in canvassing the city."
