German, ex-M.P, of Welland, was at a special meeting of the council, appointed in~ dustrial commissioner for this city. The annual salary will be $5,000 and expenses, the by-law requiring that 'he spend his whole time on the work. London, July 10.-~--In the Houge of Commons yesterday the Home Secre- tary introduced a Will providing for dn amendment to the Coal Mines Act by which seven hours is substi- tuted for eight and eight for nine and one-half.
