Everett Howard, accom- ranied by Mrs. Howard, returned from overseas by the S88. Carmania, S:riving in Halifax on Nov. 8rd. Mr. Howard enlisted in Alberta on Aug. Sth, 1914, At Valcartier he transfer- red to the R.C.H.A. and proceeded to France with that unit. In November 1916, he was invalided back to Eng- land. As soon as health permitted, he was transferred to the Forestry Corps and has been ever since with the director-general of timber ope- rations on administrative work: In December 1918, he married Miss Lilly Hilton, of Southampton, Eng. Mr. Howard was born: at Elgin, Lerels County, and received his busi- ness education at the Kingston Busi- ness College. Fora number of years he was in the G.T.R. office here. Af- ter a short visit to friends at Belle- ville, Newboro, Elgin, Kingston, Keene and Toronto, Mr. and Mrs. Howard will go to their. home in Craig, Myle, Alta.; where Mr, How- ard's father and mother await his re- turn after--an absence of over five years. A special meeting of the City { Council has been called for this even {Ing to consider the request of the | Board of Education for the passing {of a by-law to raise by debentures 18142,000 for the erection of & new | Public &chool. The new tenders show i an increase of over $8,000 since early | { last summer, whereas the aldermen | thought they were going to get lower | | figures. 'The delay in awarding the tenders last summer means that the new school could not be ready next year. Next year's council is, there- fore, money in pocket, but the "evil day" has only been put off, as the new school has to be erected some time. It is expected that there will be some opposition -by aldermen to the by-law, and the result may be the submission of the measure to the people at the January elections. According to the public school in- spector, the school population has in- creased during the past year. The city asrescor's statement for 1919 shows the following children of thool age (eight to fourteen) in Kingston: Public school, 1,752; sep- arate school, . 445. These figures show a drop in school population of 105 since 1918, but they do not show the whole school population, as some hundreds of children under eight and over fourteen attend school. It was considerably more than a mere recital of vocal and' instrumen- tal selections given by the Kingston Ladies' Musical Club, in Convoca- tion Hgll, on Saturday afternoon.
