'Sir Phillip Geoffrey Twining, director of fortifications and works at the Bri- tish War Office, 1s reported In a cable, (His death pccurred in Lon- don, England, on Thursday. The de- coased was born ih Halifax, N.S, fifty-seven years ago, and graduated at the Royal Military College, Kings- [ton, in 1883. He served in the great war as quartermaster-general of the first Canadian army under General Horne, beginning as brigadier, and | attaining the rank of major-general. | He was knighted in recognition of i his services. At the close of the war {he was called to an imperial post at {the War Office. Major-Gen. Sig A. C. Macdonell, commandant of the Royal Military College, expressed keen regret when | infarmed of the death of Major-Gen. | Twining. He sald that he himself | when Major-Gen. Twining was a | senior, and took part with him in the j college sports. He was most popular. Referring to (his service in the late | wir, Major-Gen. Macdonel stated | that he was extraordinarily efficient | a3 quartermaster-general to the first His Majesty. He was a visitor in Kingston in October last, and called upon him at the college, where he | delivered a very fine address to the gentlemen cadets. Upon his gradustion from the R. M. C. he was granted a commission | in the imperial army, and served in the Royal Engineers in India. He was mentioned in despatches in th® South African war, and ultimately became commandant of the 1st King's Own, Sappers and Miners, Roorkee, India. Prior to that he was pro | fessor of military engineering in the Royal Miltary College here. Gen. Twining is well remembered in Kingston for his popularity in social circles. (He took a keem in- terest in the amateur dramatic-clubs, and was prominent in "Snowball" and "The Passing Regiment," which were put on at the Grand Opera House and in Ottawa. Gen.
