The steady migration of popula- tion to the citieq from the interior, which had Been ku g on in Japan prior to the outbreak of hostilities, { was wisibly accentuated by the war boom in business and industrial cir- cles. A most noteworthy effect of the rapid growth of population in the cities has been the scarcity of dwell- ing houses in all the large cities, ac- cording to the Japan Advertiser. In mally instances the rent has been doubled during the last twelve months and when the landlords no longer find an excuse to further raise the rent the property is ostensibly sold to another party so that the rent may be raised in the .name of the new owner, There have been many individual cases of litigation arising out of disputes between landlords and tenants, but so far there has not been any test case on an important scale. : It is now reported that at Sumiyo- shi, near Kobe, the owner of 80 houses recently notified his tenants, including many lawyers, judges and procurators, of an 'increase of the rents by 650 per cent. with the alter- native of moving within five days if they did not agree to the proposition. The attitude of the house owner has the tenants, who have agreed among themselves to turn down the proposition of theif landlord, and it is likely "that the matter will be fought jin the law courts.
