The expenses incurred by this joint committee will be paid by the city council and the Board of Trade, and that part to be paid by the city will be recommended by the city's industries committee. It is the intention 'of this cofamittee to obtain the services of a capable man who shall devote his whole time as Ia- dustrial commissioner and secretary of the Board of Trade.
