The report of management commit- || tee was Only accepted after consid- i erable discussion and then only when the teachers agreed to withdraw their resignations, in the hands of the Board, The report of the management ll committee which was accepted was i] as follows: The Recommendati A communication from the women public school teachers,"dated March 6th, accepted the salary maximum of $1,250 and the annual increase of $100 as fixed by the Board, and made the following request: "For a flat increase of $300 for this year on 1919 salary, except in the case of teachers who entered the service of the Board in September, 1919. For them we request a' flat increase of $200. All increases to date from January, 1920." It is recommended by your com- mittee that the foregoing request be granted. In order to secure uni- formity in the matter of annual in- creases, it is recommended that wo- men public school tegchers who may begin work in the month of Septem- ber receive an increase of $50 the following January, 'and complete a year without a further increase. This will make all schedule increases be- gin in January. The teachers made a contract with the board, and they had broken it. }| An item appeared in the papers, and he did not. doubt but that it had been paid for, stating that the teachers could break their contract with only ong month's notice. If the resigna- tions were not withdrawn, he could not see how any member of the board could vote for the increase. Trustees Renton asked if the re- port of the committee was d young the association, be called on the tele | phone. She stated that if the teach-! ers got what they asked for, the re- | signations would be withdrawn. This did not appeal to the members of the | ET The |= board. "It! they resighed, some.of them might never get back," remarked the trus- tee. The matter was allowed to stand over a few minutes until the teach- ers could be got in touch with, Trustee Macdonald opened the discussion again by stating that it would have been a very unfair thing to do if the teachers went out in a body. "I don't share with some other members of the board the view that the teachers have no right to have a union," said Trustee Macdonald. Trustee Anglin stated that he pre- sumed Trustee Macdonald's refer- ence was meant for him, He said he. did not object to the teachers having 2 union." I merely pointed out that the giction of sending a threat of re- sigdation seemed like unionism. What I took exception to was their resignation, which was tantamount to a strike." The Report Adopted. Trustee Farrell moved, seconded by Trustee Godwin, the salary ques- tion be referred back to the com- mittee for reconsideration. The mo- tion was going to a vote when Trus- tee Jones, who had been in com- munication with Miss Abrams, presi- dent of the Teachers' Association, stated she had been in touch with some of the teachers, with the result that they were willing to withdraw their resignations, hoping that e board would give them, every e¢om- sideration. The report of the com- mittee then went to a vote and car- ried. > Trustee Jones wanted a general in- crease, and did not 'want to give the principals an additional increase of $26. The clause of the report recom-~ mending that fourth class 'teachers receive an additional $100 received some opposition at first, but it later carried. Inspector Stuart stated that the teachers had not asked for this money, but he was trying to get the best teachers for this work.by pay- ing the increased sum. The work was more difficult in preparing children for the high schools. Trus- tee Anglin said he was glad to see that Inspector Stuart stood for effi- ciency. Trustee Godwin said 'he al- ways thought that the teaching of the younger children was the more difficult task. Trustee Elloitt stated that when the matter was under con- gideration years ago, the board de- cided that there should be a uniform rate for all teachers, each doing work they were eminently qualified for. He was very much in favor of thefourth grade teachers getting $100 extra, as they were doing ex- ceptional work. Trustee Godwin objected to spend- ing $500 on teaching music in the schools." Other trustees who spoke stated, that one of the great hin- drances they had had in 'life was due to the en they were 1 . an opportun- ity to receive musical instruction and they were glad that Kingston would soon have it in the schools. Property Report. Trustee Campbell, in presenting the report of the property committee, was asked if some work, amounting to about $150, had been done at the Collegiate Institute without calling for tenders or having the money voted by the board, He stated that it had. Members criticized this pro- cedure. The report was as follows: That doors be placed on the lava- (Continued on Page 7.) Kingston Cement Products Factory Makers of Hollow Damp.
