An Attempt to Terrorize the General Public, Something After the Man- ner In WHNR' the Bolshevists Took, Was Made In France as Long Ago as 1907, Bat It Proved a Failure In the End. T wis just thirteen years ago, pamely, in the March of 1907 that King Pataud made his first attempt. In his own estimation, and in that of his friends, he suc- ¢eeded triumphantly. 'Six months lat- er he tried again, and failed, But, [ot of all, who was King Pataud, {and what did he do? King Pataud, before his coronation, was plain Emile Pataud, a citizen of Paris, by vocation an electrician, by avocation an agitator, and by persuasion a syn- dicalist. At that time, syndicalism was something of a novelty, evan in France, for although the Confedera- tion Generale du Travail, In its incep- tion entirely a syndicalist body, had been founded several years, the "lightning strike" was still, more or less, an untried weapon. Now Emile Pataud was an enthusiast in his avo- eation, a whirlwind orator, a great man for a meeting, and a tremendous believer in Emile Pataud, than whom no Oreat Louis was ever more auto- eratic. The will of the electricians was to be supreme, but the will of the electricians was the will of Emile Pa- taud. And so one day in March, 1907, Patand took a great decision. Once and for all, the Parisian should learn the power of the electrician, and in- cidentally of Emile Pataud. There would be a strike, thelikeof which for completeness had never been seen before. On the Sth of March, there- fore, at 8 o'clock, just the hour when gil Paris bad settled down for the evening, every light in the city went out, and every electric motor eame to a standstill, Theatres, cafes, hotels, houses, streets, all alike were plunged into darkness; whilst every electric tram or train and every eleo- tric lift stopped where it stood. Paris rose to the decasion, of course, joyfully, indeed, rosé to it. After the first few moments of utter perplexity, all manner of lights began to make their appearance. Such gas the same hour, one beautiful August evening, the electric current was cut off, and Paris was, once more, in darkness.
