'12.--Professor Ugo Ancona, formerly under secretary of | transportation in the Italian cabi- met, has just made public a state- ment that while the Italian govern- ment has spent more than $1,000,- 000,000 a. year for bread for the people, the Italian workers have spent $900,000,000 a year on wine alone. ; | The government's expendituf® tor bread has resulted from its under- taking to pay the difference between the.cost of 'producing wheat and the price of bread. In consequence of this the Italian workers have been able to buy bread at the rate of one lira for each kilogram of 2.20 pounds. Professor Ancona says that while the workers refuse to pay more than this, they have no objection to pay- ing four or five lire for a quart of wine, which before the war cost about twelve cents a quart. He asks whether it is just that the Italian government should continue to sup- ply over $1,000,000,000 annually for bread when the people do not grudge $900,000,000 a year for the luxury of wine. The professor advocates that the Italians should eat less' bread and pay what it costs and that they should drink less wine and export more of it, so that the profit on wine would help to pay for importation of bread. The amount of land given over to wheat production in Italy greatly de- creased last year.
