As this amount of money is not on hand, it is planned to finance the scheme by exporting timber, of which Russia has almost unlimited qualtities. So far, so good, and no one will con- demn these laudable projects. The sting of the dispatch is in its tail, however, for it says: "The soviet government has re- solved to abolish the right to private ownership of books. All existing libraries will be appropriated by the State, and in future it will be illegal for private individuals to acquire or continue to own books.
