Vernon, general sec- retary of the social service council, was introduced to the Ontario Synod, on Wednesday afternoon, and spoke on the splendid work this council #8 doing. The Speaker congratulated Bishop Bidwell and the local repre- sentatives on the council'on the good work they had done. The speaker also took occasion to thank Bishop - Bidwell for his. reference in his charge to the work of the council. Canon Vernon said the couneil was making satisfactory develop- ment. This development had been carried along gradually, and this he ' gonsidered was well. Progress had been made along definite and con- structive lines. One thing the Lam- beth 'conference did was to put this Christian servige on the map. The 'ehurch must be the reservoir of soc- fal service, Canon Vernon. spoke at some length, dealing with the various branches of tue social service work _ undertaken by the councH, including fiterature and publicity, welcome and | welfare, family life and social hy- giene, Christianity and industrial lite. The speaker told of the steps the council was taking In looking after the welfare of newcomers from the old land, and also among the naval and military units, Tribute to Miss Going. "Our «ork is progressing in every direction," said Canon Vernon, "and we want every man and woman to be interested in it. Social service i§% hé new thing, but we wish to arouse enthusfasm."' The speaker made reference to the marriage of divorced persoms, stat- ing that thee was beginning to be a wide spread movement to remind members of the Church of England about the re-marriage of those di- vorced. There was an appeal to the people not to hasten hastily, but to think seriously. v Reference was made by the speak: er to the wonderful progress made by the social service council in child- ren's welfare. There were now 4,000 orphans being cared for. The motte of the council was "not for self, but service to com- munity." The church must be a brotherhood. Some held that the business of the church was to preach the «gospel. Social service did not mean less of the gospel, but more, If called for the carrding of the gospel in business, industry, polities, social eircles, in the city council, boards of education--it means the making of the gospel something real and' vital, not merely something for Sunday and in the home life, but something to take with us into the workshop, office, social or political gathering. Canon Vernon's addres: was list- ened to with intense int.rest, and at the close, Bishop Bidwell expressed his gratitude to Canon Verfion, for his brilliant and eloquent address and at the same time assured him of the warm support of this diocese in his work. Canon on "Social Service." Bishop Bidwell announced that a canon would be introduced in "Secial Service." The canon moved by Dean Starr and Canon Woodcock, was then put to the synod, and adopted. The canon reads as follows: "That a diocesan council for social service shall be elected annually by Synod, to, consist of five clerical and five lay representatives, and five women, "That it shall be the duty of the eduncil to support suitable measures in promoting the moral well-being of every parish and mission in the diocese and to consider al social problems, including legislative meas- ures which may be deemed advisable, and which affect the moral and social good of the community. "The council may seek to influence public opinion in support of social service, but shall not assume to speak 'for the diocese, except in such meas- ures as may be formally adopted by the synod. "It shall be the duty of the council to present an annual statement of work dohe, or of work proposed to be done and the synod may refer to the council for consideration any mat< ter affecting the social and moral wellbeing of the diocese." -------- On Liquor Question, At this stage, Rev. Thomas Leech introduced the following resolution, | which was adopted without discus- sion; "Whereas the province of Ontario 'by popular vote decided to abolish the sale of liquor for bevarage pur- poses, and, "Whereas no one has a right to disregard ptohibitions enacted by lawful authority. Archdeacon Dobbs read to the synod a report of the social service council, which gave a splendid ae- count of the development of the work The report had an interesting referenée to *he un- employment question, the council making an appeal to have men laid off work only in cases where it is absolutely necessary; that an effort be made to have men employed part time; that men be retained who have dependents, with spealal care for men who had our service. - The report also urges the goverfi- ments to do all that it is possible to do for thé unemployed; that as much publfe work as possible, be un- dertaken as soon as possible; that the federal government extend vocational training for the benefit of thcse who were infured or {ll Rev. Mr. Leech seconded the re: port submitted by Archdeacon Dobbs, and in doing so stated that th2 synod had good cause for rejoicing over the splendid work which is being carried on. Belleville Rectory Canon. Bishop Bidwell called upon Francis King te present the canon on the surplus income of the Belleville rec- tory, and it was afterwards moved by Mr. King, seconded by Dean Starr, and carried. The canon reads as fol- lows: "The surplus of the yearly income of the rectory of Bellevillé, (arising from the investment of the proceeds of thesales of the lands of the rectory as well as from. the rents, issues and profits of the unsold lands belonging. thereto, after the payment--Airstly, of all annual charges for the insur- ance and repairg of all the properties on the said lands, and the expenses fncurred in the collecting, manage- ment and distribution of the said yearly income; secondly, of the sum of two thousand dollars per annum to be paid to the rector of the said réctory)--shalléde paid to the Incum- 'bent of Christ Church, Belleville, or in case any other church or churches of the Chureh of England in Canadas, {n the city of Belleville or in the township of Thurlow, be declared by the supreme court of Ontario entitled surplus, shall be divided between the incumbent of Christ Church, Belleville, and the in- cumbent of such other church or churches in such proportions as the Synod shall determine in pursu- ance of the power conferred upon it by statute.
