There is some opinion in favor of full tariff revision next session, and another idea that It would be well to effect the revision only after a general elec- tion on the whole tariff question. Then,. if such a policy should be favored, it is held by many atten- tive people that so far as Canada is concerned negotiations would be ab- ortive having regard to the fact that the one great factor of influence in bringing about the present tariff against Canadian products was the American farmer. His demand for protection against Canadian agricul- tural competition caused the Repub- lican party to incorporate in its plat- form a declaration which the Ford- ney bill implements. Any proposal to revert to conditions as they exist- ed before the emergency tariff bill would therefore, be directly in con- travention of this well defined policy, but if made, nevertheless, would encounter the most vigorous opposi- tion, manufacturers and agriculture, and to seek abroad, particularly with great Britain or other parts of the empire, that export market which at one time was' fully availed of, but which in latter years has been large- ly in the United States, ---- Tariff experts of the government are engaged at present in a minute examination of the new Fordney bill, introduced in the United States con- gress as the basis of the propozed per- manent tariff of that country. It is being compared with the present Un- derwood tariff, the fiscal product of the Wilson administration, and par- ticular attention is being paid to an analysis of the trade which under the latter grew up between Canada and the States, and is now practically cut Off or at least gravely imperilled by | the new legislation' at Washington. {| When the eects are calculated to be so sweeping compa.eotive statfs- | tics defining the new and old con- ditions and also the extent of trade will be of interest, Where the Ford- ney bill hits Canada more forcibly is in gespect to natural products, By [oe Sretvions of the Underwood bill | they 'were either free in the first in- | stance or, automatically, by the re- | ciprocal act of making such commo- | ditles free here, otherwise the duty ~ | was very low. Applés to the value of $171,256 were exported last year when dutiable at 10 cents per bushel, Now it is proposed to make the duty 20 cents. Other fruits upon which but a minimum duty was imposed, if they were not free, are dutiable up to as high as 70 cents a box, and in this way the cherries, peaches, pears and plums of Niagara and British Columbia are affected. The local ex- ports of these, exclusive of apples, in the twelve months were $556:934. The value of the exports\of grain of all kinds shipped last year to the Qugbes states was $112,631,110, As to the 'effect of the low duties on lumber, departmental officers are wary of giving an opinion. The tariff item in this respect is long and involved, and contains numerous qualifications whose effect will be to make some items dutfable and other free. The extent of the trade potentially affect- ed by the Fordney bill is apparent from the fact that last year our ex- ports of wood products, such af logs, timber, planks, shingles, etc., to the | \ United States aggregated $87,957, 7 so KINGSTON NAVIGATION CO., Limited 338, 8.8.
