Elliott deglaring that the gas consumers, in his opinion, were entitled to a reduction. The commission will save about $2,800 on its coal account over that of 1920 . Commissioner Burns brought up the question of unfairness to land- lords in being required to pay the water, gas and electric bills of ten- ants who moved out without paying. The charge is against the property, In case the tenants fail to pay, but it was felt that the commission's officials Should notify landlords when tenants were in arrears. Against this it was pointed out that the books of the accountant did not contain the names of the landlords, but only those of tenants. Mr. Burns asked the commission to consider a method in vogue in seme other places, that of charging every new consumer for gas and electricity $5 as a deposit. The idea. was regarded as a g00d one, but in view of present con ditions, the mayor and the chairman thought ft would be a hardship. However, the commission will keep the idea in view. The commission decided to fix the salary qf the aecofintant at $2,000, an increase of $300, as $1,700 was considered too small a salary for the performance of the duties of that office,.
