Where the accident happens within a city, town or vil- lage a similar notice must be given within seven days. Letters Should Be Signed. From time to time the Whig is in receipt of letters to the editor signed by non de plumes. Now that an election campaign is approaching the number of these letters is rapidly in- creasing. We have to 'point out "0 our friends that letters to the edi- tor are published only over the ac- tual name of the writer. This policy was adopted by the Whig many years ago, and it proved so satisfactory from the start that no deviation has ever been made from it. Corres- pondents, theiefore, who send in le'- ters without their name being signed to same will understand why publi- cation is withheld. We will gladly print letters dis- cussing any question from any angle, so long as such letters are not libel- ous, if the writer will but eign his correct name to same, Purser -Student Resumes Studies. Among Wednesday's arrivals to register at Queen's University was | Arthur Wartman, who has been as- sistant purser on the steamer Toron- to during the summer season. After the Toronto was sent-to the Colling- wood Shipbuilding Company's dry- rebuilding, the Canada Steamship Lines, Ltd., sent several of the crew on a bonus trip to Mon- treal and up the Saguenay river to Chicoutimi. Mr. Wartman was one of these lucky ones, and returned to | the city Wednesday morning. He an- | nounced that they all enjoyed their trip to the limit, especially the won- | derful scenery of the Saguenay, also | stopping over at Quebec City for two days; and appreciates the action of the company very much. Mr, Wart- man will enter his third year at Queen's in Arts, and later intends studying law at Osgoode hail, Toronto. Division Court Tariff. . The new tariff authorized for div- | igion courts is published in the On- tario Gazette, It will. mean an in- crease in fees amounting to about thirty per cent over the tariff now in force. Very few changes are made in the tariff except that provision is made for higher fees on casés in excess of $100. Until quite recent- ly the division court jurisdiction in- cluded actions involving sums up to $200. The jurisdiction has been in- creased, and now claims involving sums of $400 may be sued in the division court. The new tariff pro- $200 than on those under this sum. A number of minor changes have been made in the tariff under the old jurisdiction, but they will make only a very slight difference in the cost of litigation, Epidemic of Bobbed Hair And Rolled-Down Stockings New York, Sept. 28.--Evidence that bobbed hair and rolled down stockings were reaching the epidemic stage was seen to-day with the open- ing of several more exclusive New York schools for girls. Statisticians estimated that in one {fashionable Brooklyn school the longs were tied with the shorts and the rolled-downs with the rolled-ups. While not daring actually to dock their locks a la Greenwich village, several young teachers were found simulating the fashion of New York's Latin quarter by puffing the hair over the ears and rolling, it under all around the head. Arbuckle Must Answer Before Higher Court I-- San Francisco, Sept. 28.--Roscoe (Fatty) Arbuckle, accused of the murder of Mis Virginia Rappe, Chi- cago movie actress, will probably be held to the higher court. Judge Sylvain Lazarus, of the women's court, before whom the preliminary hearing on the murder charge has been conducted, made this admission last evening after the state had announced that it had made out a case, and the defense startled and unprepared had asked for an adjournmeént.
