Herr Stinnes, alone or even rep- resenting all the industrial leaders of the Ruhr, it is contended hére, could not furnish the assurances that France requires. Premier Poin- care desires to deal with those whe are responsible for all of Germany, a high official said, and if Stinnes and his colleagues want to end the occupation of the Ruhr they can help best by doing their share to ald the Derlin government pay re- parations. | News off the Wires In Condensed Form A committee of the C.N.R. em- ployees is in Toronto drafting a wage scale containing a demand for higher pay.
