WANTS ROAD OUTLAYS FAIRLY DISTRIBUTED Hon. G. 8. Henry Requires te} Observance Proper County 'Standards. RC -- Toronte Mail and Empire. . A "deputation from the County of Frontenac interviewed Hon. G. 8. Henry, minister of highways, Friday at the parliament buildings relative to the stand which the government is taking generally towards all mun- icipalities in the matter of road grants. The point upon which the government 'is now insisting is the maintenance of county road organ- izations, in default of which it will award its grants only upon a mun- feipal basis. Frontenac county has been one of five counties, which or- iginally were twelve in number, which have been strenuously fight- ing this attitude. While the point at issue is large- ly technical, it is regarded by Hon. Mr. Henry as having a bearing of highest practical importance upon the development of the roads of the province. Legislation provides that a8 high as 60 per cent, assistance shall be given by the province to county roads, administered through & county organization, whereas as- sistance to municipal roads runs as low as 20 per cent. Many counties, however, are declared by the high- ways department" to have been ap- portioning their road grant simply on a basis of assessment, which has made the road work practically a township proposition and which has meant that the government has been paying 60 per cent. where it pos- sibly should have been paying only 20 per cent. -- Outlying Parts Suffer, The fundamental feature of' a county road organization is that it shall spend money not according to assesssment, but upon the advice of its engineer in those parts in which it is most needed. The inevitable result is that outlylmg parts of the county do not receive so large a dis- bursement, as the trafic over their roads is less and their consequent needs also less. When money fis spent 'according to assessment, roads near town centres, which have per- haps ten times the trafic of roads in other parts of the county, but have not ten times the assessment, with the result that their proportion- ate needs are not met and that traf. fic conditions suffer just where they should be best maintained. In view of this situation, Hon. Mr. Henry fis strongly insisting upon the maintenance of county organiza- tions, which shall spend their road money upon the advice of the en- gineer, where it {s most needed. As & compromise to the Frontenac de- putation, he suggested that the coun- ty should have the power to expend in each municipality the amount which that municipality contributed, but he insisted that the government subsidy should be disbursed at the will of the county organization. GANANOQUE March 2.---~The funeral of the late Mrs. Henry Jackson, Pittsburg, took place Saturday morning to St. John's church, and was largely at- tended. Douglas Béws, C.B:, Port Hope, spent a couple of days in town with friends at the week-end, The Wanderers will contest the Stewart Cup in Brockville this eve- ning and here's hoping!
