Hamilton, April 21.--(To the Edl- tor): I note the Hydro Electric Power Commission of Ontario are ready, to start on a huge $7,000,000 auxiliary steam plant at Bay Side Park, Toronto, which would prob- ably produce 40,000 horse power, at a cost of perhaps $15 for interest and depreciation, say $15 for coal, and $10 for operation and admini- stration, plus transmission. The coal and operation to be an everlasting charge, whether the United States or Canada put an em- bargo on coal or not, or whether the Nova Scotia and Alberta coal miners are on strike half the time or Wot. The proposed plant could not pro- duce for a year or more anyway. Why not act at' once and stop power export (by declarations that it is required for immediate use in Canada) on and after March 31st, 1926, which would release to us about 140,000 horse power at Ni- agara Falls eleven months hence, which would last is until we get an- other Chippawa, or better still, get some of the half prices energy now developed and exported at Cedar Rapids, and solve the famine imme- diately? A transmission line from Cedar Rapids to Toronto, 300 miles, only 200 more than from Niagara, would perhaps cost less than the new steam plant, and expend as much or more wages in construction, and then it would always be required to trans- mit from Cornwall to Toronto, and from Cornwall east, and the future operations would cost much less, just to open the gates and let the water fall over, than by coal from the United States' or Eastern or Western Canada for all time, ever- lastingly increasing in expense. Then the plant might probably be scrap- ped before it earned quarter its cost. Should not Ontario or Canada im- mediately declare hervposition on the duration of the export contract, whether from year to year omly, ac- cording to Canada's requirements, or for 50 or 99 years? So if the $200,- 000,000 power merger negotiates | with the Niagara, Lockport & On- tario Power Co.
