Nickle, chairman of the Board of Governors, and Fraser Armstrong, superintendent of the Kingston Gen- eral Hospital, returned from Toron- to on Friday morning afier ajtending a conference with the Hon. Lincoln Goldie, provincial secretary for the Province of Ontario. : When interviewed by a representa- tive of the Whig on Friday morning they stated that it was submitted that owing to the high standard of treatment, greater efficiency equip- ment, increa demands for service, and admi ence, the cost on the Ontario per patient day was steadily increasing. In 1920; the average cost per day was $2.99, in 1022, $3.07, and in 1925, $3.27, and without lowering the standard of the hospital, even with the most rigid economies, ft was impossible to. get costs on the average below this amount. The amount which the hospital eeuld co!- lect for indigent patients is by no means sufficient to cover the cost. At the present time, under the act, hos- pitals can collect for the maintenance of these indigent or public' patients only $1.50 per day from the muniei- pality, and 60 cents per day (up to 120 days and 10c. thereafter) from the Government. Unless therefore, hospitals are to give inferior ser- vice, the loss sustained by insuffi- cient payment by State and munici- pality to cover the maintenance of publi¢ patients must be obtained by substantis! donations or by making profits from paying patients. This last method has been manifestly un- fair especially to the 'patients of moderate means, who have to strug-. gle enough to pay the cost of his own treatment without having in the time of his sickness to also help pay the cost of indigents, which costs should be covered by a general levy on the municipality or the province. | It was pointed out that if the actual cost of maintenance of indigents or public patients was paid, hospitals would not be obliged to charge as high rates for the rooms for private patients.
