the poor which indeed we are bound to relieve as far as we are able but of the three following truths for the poors own fake and that of our common coun try we ought to convince them firft that the poor in every other country of europe and alfo in america fuffer hill more from the want of tiade and employ ment than they do fecondly that thefe very evil have been the unavoidable con- fequenccs of the late neceltary war which this nation had to fuftain for its own ex igence and for the prefervation of their perfons and families from the exterminat ing fury of an inveterate foreign enemy and thirdly that every revolutionary or diforganizing meafure of the people mud encreafe their diftrefs and fuffcrings in a tenfold degree we are alfo far from maintaining that no public abufes and grievances have ex- jfted or do exilt in this country till of this we may confidently affure our people that from the imperfeion of human na ture and the corrupt date of fociet it is practically
