siandard reported by mr dajton junr report of the committee on the expediency of granting a sum of moitey for the im provement of the navigation of the waters of the district of newcastle house in com mittee of the whole mr gowan in the chair mr boulton observed that the improve ment of the trent was a subject of very gen eral interest one which had been under the consideration of the legulaturo for some time and which bad been recommended by the commissioners fur the general improvement of the province and it was dow full time that and jitif conveyance for their manufactures itpi volj known that the proprietors of the works were forced to discuutioue their opera tion in consequence of the very enormous ex pense of transportiog the many articles of their manufacture they would by the opening of the trent be enabled to roenramonce their la bor those extenaivo works were quite suf 6cieut to supply the whole province of upper canada with iroo and would to this day have been in successful operation had it not been for the very grear difficulty of cooveyiog their goods to market he felt quite satisfied that the tolls arising from lumber and the great quantity of agricultural produce which would come down the trent would be quite sufficient to pay tbe interest of the money advanced for it improvement the population of the dis trict of newcastle had increased more thau that of any other district in the province du ring the same period which proved that the emigrants arriving from the old country were satisfied to settle jre but if some means were not speedily afforded to the farmers of the back townships to britig their produce to market notooly would emigrants to that dis trict cease but tho present inhabitants would be furced to abandon it as in many instances the expense to thetarmer in bringing hi pro duce to market was equal to the worth of tbe article during the last session of tbe legis lature a sum of money 6000 was granted for the improvement of the upper part of the oav- rgawuu auj im aj ftttuty j hj- royal assent tbe money which was now osked for was to improve the mouth of tbe river beginning at the point where the steam boats navigating the bay of quiote now touch our neighburs in the state felt a good deal interested in the improvement and he mr bouhon had no doubt that at some future day much of their trade would go through the bay of quinte and the treot it was intended ul timately to complete the improvement by opening the navigation from lake simcoe to the mouth of tho treot they perhaps might not bo justified io granting so large a sum of money at the present time as would be requi site to finish the work tbe sum specified in the report was 77000 for the years 1837 and 1833 and he hoped the house would not refuse to grant tbe means for an imprnvement which had been long evidently necessary as to have been contemplated in the lime of col simcue vi cartwright would not suppose that any bou member iu considering tbe present mea sure would look upon it as a mere matter of pouods shillings and pence but rather as a groat public work which would tend greatly to tbe benefit of the province and as a means of employing the emigrants who arrived in this country as tbe want of employment was nne treat reason why they aaw left upfe ca nada and went to the united states there were no means of more effectually benefitting the province than by expediting these great public works and he therefore did not antici pate any objections from any member of the house ni to the expediency of makiog the pro posed improvement and the only question that could in his opinion arise was as to the extent of the work it was very well koown that the trent empties itself into the bay of quinte and that a very short cut was requi red over the isthmus whicli divides the bay from the lake to make a safe harbor for all the vessels navigating lake ontario it costs upper canada aonually a great sum or money for the article of iron there were likewise at present many railways iu contemplation especially in the western part or the province and in what manner could we more facilitate tho construction of such works than by giving to our own population the means of manufac turing such a necessary article within them selves the marmora iron work would by the c peeing of the trent be enabled to sup ply a vast quantity of iron and he believed he spoke withiu bounds in saying thai the iron necessary for one mile of railroad would cost 1200 upper canada depended for her ex ports greatly upon the lumber trade and if we did not give facilities to the lumber mer chant to briug his lumber to a market our tim ber must rot useless in our forests the lum ber contained io one of the townships alone iu the neighborhood of the trent wns computed to be worth a million sterling which was now utterly useless from the want of means of coo- veying it to market theie were he believ ed about 200000 acres or crown land io fifty townships io the newcastle district fur which five shillings an acre could not now be obtained but which iu the event of the propo sed improvement being effected would sell for five dollars an acre a great advantage at tending the work was that ihe laborers em ployed in its construction would many of them apply their earnings to buy land in the neigh- canals coftoflctmg
