He! took his B.A. degree and completed his legal training at Victoria College and of 21, Contested South Oxford He first practised law under Alfred Frost, Owen Sound barrister, later re- moving to Tilsonbury, where he practised successfully for several years. While a resident of the eastern part of Ontario he took an active part in the {affairs of the province and unsuceess- |fully contested the riding of South {Oxford as a liberal condidate when the |Ross government went down to defeat, | Judge Dowler came to the head of {the lakes in 1908, and established his {legal firm in Fort William. His son {Arthur A., became a member of the firm two years ago. | As a practising lawyer he enjoyed a very successful career at the bar. Judge Dowler is probably better {known to the people of he twin {cities as a leader in those movements designed te improve the conditions of city life and to benefit the citizenry as a whole, = He was one of the first exponents of the timber and mineral Jresources - of Northern Ontario and played no small part in bringing about development of the latent riches of this territory. Parks Board Chairman As chairman of the Fort William Parks board Jucge Dowler was mainly instrumental "in giving 'to the people of Fort William" "one "of "the mst beautiful parks in the province--Chip- pewa park. He first conceived the natural richness of this region as a playground 'for "Fort William 'people. Dowler resides in Victoria B.C. : ; Two other appointments are also' announced from Ottawa. They are J. C. Moore, barrister, Wiarton, Ont, appointed judge of the county court of the county of Dufférin and C. S. Mahon barrister, Wooddstock,- Ont.; appointed junior judge of the county of Essex, in succession to Judge Smith "who recently retired.
