OTTAWA, Jan. 24 --Better protecion on level crossings was urged on the government when the legislative com- miftee of the railway unions met Premier Mackenzie King and memb- ers of his Cabinet. This my involve considerable expenditure, and it is not expected that the work of grade separation on more than 30,000 level crossings in Canada can be accomplished in ore or two years. Definite action should be taken, however, if the conserva ion of human life is to have first consider- ation" In the meantime, the memorandun: urged, the crossings "should be protec- ted (a) by watchman, (b) by gates, (¢) by bell signals, preferably of the wig-wag type, or (d) by some form of signal or other means which will re- quire drivers of all vehicles to stop, or at least slow down before passing over level crossings, unless absclutely sure of no danger thereat." The com- mittee was in favour of leaving the highways unimproved with'n 700 feet of the railway crossing to force traf- fic to slow up. Expenditures Urged Any province receiving aid from the Federal government for the construc- tion or improvement of highways should undertake "to eliminate any level crossing, where practicable, on highways where such Federal aid is used, by making use of the railway grade crossing fund provided for in section 262 of the Railway act" The Railway act should be amended for ten consecutive years from the first day of April 1928, to be expenced for the purpose mentioned in the act." The committee asked that the {ime a train be permitted to obstruct a highway be increaesd from five to ten minutes, because of the long trains handled by the modern locomotive. A division of locomotive inspection was asked to be maintained by the board of railway commissioners, Repeal of the sales tax was asked and repeal of the Income War Tax act was opposed.
