The tax is comparatively small and does not apply to organized Mu jcip- a school section it is cut in half, This tax does not apply to bona fide set- tlers who are living on their holdings and improving their land, I note what you say as to the pro- cedure under the act, and I will be glad to take this up with the Officers in charge of the act and endeavour to simplify this, We do not want to have 2 lot of unnecessary names on Jour books and we do not want fo cause expenses or trouble to the people in any locality. It is expensive to hold courts ard it is a waste of time for peoople to at- tend them unnecessarily. I will try to work out some procedure with the Officers in charge of this tax to ac- complish the object you suggest, I tried to cover Northern Ontario this summer and was able to do' so pretty well except as to Dryden, Dinorwic and Sioux Lookout, and I am very sorry I was not able to reach "these points, 1 will be very glad if you will ex- plain these matters to the people and 'tell them that the Governments are 'trying only to collect taxes from peo- "ple who can afford to pay them, Faithfully yours, Wm, FINLAYSON.
