Mayor A. R. Hutchinson occupied the chair, and all members were present. The Mayor opened proceedings by outlining his policy for: the year, and expressed his views on the conduct of public business. He claimed that sometimes dissatisfaction was caused by hasty, ill- tunity being given for its examination by citizens affected. He would His idea was to adopt the method by which all matters 'to be brought before the Council should be given notice of at a previous meeting ; then, by having the nétice of motion pub- lished, the Council as well as the citizens would have proper time | to think things over. - Council unanimously agreed, and in future this course will govern their functions. G: Risegari. The hall was most taste- fully decorated with Japanese lan- cerns which lent an air of mystic beauty to the picture, varied at intervals by the glow of the spot light. The floor was in excellent condition and the structural alter- ations recently made to the hall added to the warmth and comfort of the guests. In such an atmosphere it was easy to let one's self drift into the delightful charm of "motion and melody, in full enjoyment of the: art of the dance.
