You see, Roy is in the Muskoka Hos- pital for Consumptives and is by no means as well as he looks, although he says he is getting zlong fine. Ramsay MacDonald has 90 per cent of the workers behind nim, according to Mr. Newbold, and 1s tne only leader in sight for tue Labor party, and Labor must now be reckoned. as the second political power in Great Britain. There will not be a Labor gov- ernment after the next election, in Mi. Newbold's opinion, because they do not wish to go into power unless they have a clear and in- carry on their program. They do not wish to have a repitition of of 1923, when although there was nominally a Labor government, they were in reality a powerless majority, afraid to act for fear of offending one of the other parties. It may be some years before Labor can get sufficient members elected to hold a clear majority because it costs money to contest an election and, after six years of business depression, Labor has very little money in its coffers: History of Party Mr. Newbold traced the rise of the Labor party from 1893, the year the Independent Labor party was formed, until the present day. He spoke of thir struggle to es- tablish the right to engage in peaceful picketing, and of their influence in getting the Work- men's Compensation Bill and the statute books of the country. Referring to the criticism that is often levelled at the Labor party because they do not lay down a definite political program, Mr. Newbold said: "It would be fool- ish to lay down a detailed pro- gram years before we will be in power. To tell the other side what you are going to do when you are in power simply gives them the opportunity of stealing your ideas and putting them for- ward as their own. To publish our intentions before we are able to carry them out would be like a boxer telling his opponent how, when and vere he is going to hit him.
