BUT POLICE MUST FIRST GET A BAD MAN FOR SUCCESS CHICAGO, Ill, Sept. 22--The belief that a man's eriminal ten- 'dencies sometimes can be cured by taking out his appendix was expressed yesterday by Dr. W. 'A. Guild, of Chicago, a member of the Wickersham sub-commit- tee on law enforcement. Speaking before the American Association of Original Surgeons he said: "A man, SE and well educated was continually short in his books while working for various merchandise stores. 'While he was in jail I removed his appendix. Now he is mana- ger of a large chain store in Chicago. "A forger was in jail for his fourth offense. 'When he got out he saw a Salvation Army band. He stepped into a cigar store, forged a cheque for $5, cashed it, and placed the money on the drum.
