VICEROY OF INDIA HAS DELICATE PROBLEM TO HANDLE On April Ist the new constitution of India becomes effective in the vast Indian Empire. It took Great Britain more than eight years to prepare a constitution which grants India self-rule with certain reservations, but Gandhi and his Nationalists are not satisfied with it in its present form. They do not wish to have any reservations, but to be entirely self-ruling. Because of the acute religious differences in India, the British Government does not see how complete self-rule will work at present, and-as a matter of fact only the presence of British police is a safety valve on a veritable volcano of religious' strife.
