They are being sum moned under a by-law passed by the people in the interests of the public welfare, There have been other springs with the same sit- uation if not as many complaints. This spring is just the piling up of years of failing to take the dog by the tail. If a man owns a child who breaks his neighbour's window he pays for it willingly. Ifaman owns a dog who does wrong, why does he become incensed and take it as a personal affront? who don't argue with anyone who says a dog is "intelligent"--so are most of our notorious crimi- nals but we cannot account for their actions. A dog may be the most lovable creature at his own fireside but if legitimate com- plaints are issued regarding his activities elsewhere, they should be accepted with intelligence devoid of temper. To direct a barrage at the Mayor, the Police or the Town staff is idiotic. The Mayor has reiterated time and again, the importance of having sound by- laws enforced in full if we are to have peaceful government- The police have no choice but to do their duty and the Town Clerk and his staff have nothing to do Perhaps the happiest solution with the matter. would be to amend the by-law to tead from May 15th to August 31st, the dogs must not run at large. They have simply become such a _ public nuisance that something must be done. There are few towns it any inthe country where they have been given such leeway as in Haileybury. Why They Were Side-Tracked They waited around for - luck and legacies that never came They were too slow; opportu- nity would not wait for them, They could not discriminate between important and -unim- portant things; essentials and non-essentials. After a few disappointments and failures, they lay flat a made no effort to rebound from their fall. s They worked at haphazard building with one hand, only to tear down with the other. Their ambition was negatived by nursing vision of impossible goals and working along lines for which they were not adapted. They thought the world owed them a living without any un- due exertion on their part. They were always going to do something but they never man- aged to get anything done. They had intermittent atta of enthusiasm when they longed to do great things but they never knew what to do- They saw where they should improve themselve in the future but saw in the present. A They lost some of their best chances because they could not bring themselves to get up early in the morning or to get out ina storm or in cold weather They had no faculty for turn- ing a defeat into victory; they had never learned to meet hard times with a harder will and more determined pluck. . They did not realize that the years they spent in laying foun- dations in youth constitute not only the shortest but also the surest road to success. With enough ability to do something worthwhile, they kept throwing back the empty shuttle and the web of satisfying pro- ductive life was never woven. They were forever looking for soft places and smooth surfaces, forgetting that the friction of struggling is essential to our de- velopment just as the friction which the train encounters on the track is essential to its loco- motion. In the spring issue of a 1923 Haileyburian, we found that the words of O.S.
