During the past several months, the editor of this paper has received a steady stream of complaints from men who have been hired and fired or quit the local jail in disgust. We have refrained from doing anything about it, taking the view that it was a temporary condition Now we learn that four local citizens, all with years of service to the province, and with homes in the town, are being transferred from Haileybury. It seems remarkable that for years the jail was run 80 quietly and efficiently, that it was a matter of some local gossip and surprise when a guard quit or washired Now the jail seems to have three staffs, one coming,one hired, and one going. The jail has had four governors in five years Two either quit or was fired, one left for health reasons. May we ask just what kind of an organization is running the local jail. What chance is there of reform- ing prisoners, when they are incarcerated in an estab- lishment staffed for the most part with temporary help that may be fired at-any minute. / Apain, it seems rémarkable that the department of reform institutions never offered the public any expla; nation tor the escape of a dozen prisoners some two i weeks ago from a bus. } ~~" %t seems that the department not only cannot keep its help, but it can't even transfer prisoners without lett - 'ng them run wild in the bush. Just how much did itcost the public treasury to recapture these prisoners. And just how much did it cost countless people living in is - olated sections in worry and fear that weir homes might be invaded by the fugitives. And, we might ask , what kind of a mentality is it that ships a dozen men in @ bus without police escort or without properly armed guards. The reaction to the first Conservative budget in 23 years was varied and rese- rved. This is Canada's lar gest budget - a bud¢cet in which the Canadian people will spend 5.3 billion doll- ars. It recommended fina- neing for a $048 million de- ficit for the current year. There were no tax increases: of any significance and very few tax reductions for you and me. One of the highlights of the budget was the announcem- ent that the Government wo- uld increase by 25% the Go- vernment's emergency gold mining assistance for mar- ginal producers. This will bring the subsidy for the cu- rrent year to approximately twelve million dollars or t- wo and a half million dollars higher than in 1957. During the two recent fede- ral elections a great ado was made by the Conservatives and the Liberals regarding the election of aC.C.F. me- mber in Timiskaming and in OTTAWA REPORT By ARNOLD PETERS, M. 'I am quite sure that this in- crease in the E.G.M.A. has been the result of our con- tinued work in conjunction with those organizations 'that have shown great lead- ership and initiative. I think it is only fair to point out that this is no solution to the problems that face the gold mining in- dustry and their communi- ties.
