"Patients who do drink are not necessarily alcoholics," he pointed out, "and most are, in ordinary life, what we call social drinkers, who because of boredom and lack of other interests turn to alcohol, where it is readily available. "T feel that there should be ad- equate legislation either to prevent them getting drink,' he said, "or to provide means of restricting the liberty of those who obviously are devoid of social conscience and who disturb and retard the heal- ing of others." "My only regret' said the doc- tor, "is that my comments have resulted in the turning of a piti- less spotlight on St. Mary's by a paper which didn't have sufficient interest in public welfare to make even a sketchy investigation of my statement. Although incidents quoted by me did in fact happen, the prominence given to certain incidents, for the sake of sensa- 'tionalism has obscured the fact that drinking is in truth a serious problem, not only in Haileybury, but in. sanitoria across the prov- ince." "Present legislation in Ontario does not give any sanitorium su- perintendent assistance in main- taining discipline," explained Dr. Wallace, "no police may be called n to arrest a noisy or boisterous person, no means of isolation or confinement is provided. The only possible action is the dismissal of the unruly from the hospital." "Hospital personnel agree that this is not the answer,' he con- tinued, "for it liberates a carrier of a highly infectious disease on the public, or, at best, moves him to another sanitorium where he is still a problem patient."' "There is plenty of evidence," the doctor said, "to prove, be- yond a shadow of a doubt, that drinking in Ontario sanitoria is a serious problem, and I 'am not the only person who feels that the futile suggestion of "sitting down and showing love and kindffess" to a drunk, made by Dr. McKin- non Phillips, Ontario MOH, shows how ignorant and hoplessly out of touch he is with the situation." Dr. Wallace said that other countries and at least one Cana- dian province provide detention quarters for unruly patients, and pointed out that even Ontario had started an experiment in Ft. Wil- liam Sanitorium with detention quarters there. From sources comes the state- ment that Dr. Wallace's report of drunken parties every Saturday night at the San is "grossly ex- made by Dr. W. J. Houghtling superintendent, and by Clayton Dunn, comptroller. Both said that drinking in these institutions has been more or less a province-wide problem for years, since patients from. every walk of life come to be treated. No drunken. parties, however, have been reported to the author- ities in Haileybury . Mayor Arthur Cooke of Hailey- bury said the statements in the Toronto dailies came as a Ssur- prise to him. '"'The patients are sent here treatment," he point- ed out, "" and the medical person- nel does everything possible: to help them, but after all this is a sani- torium, not a prison, and if pa- tients chose to disregard rules, there is very little that can be BERT OUGH who has been connected with northern volunteer fire depart- ments for many years, was elected president of the Temiskaming Firemen's Association at the 43rd convention held in Haileybury this week. done, since no disciplinary mea- sures are available, and they can- not be dismissed, since the dis- ease they carry is communicable. Dr. Houghtling admitted that some patients have been drunk, but said that such instances are usually 'around Christmas time and New Years. He also said that provincial le- gislation does not give sanitor- ium authorities or police power to cope with drunkenness among the patients.
