Municipalities Want Surface Taxes The practise of allowing the separation of mineral rights from surface rights is hurting mining municipalities, according to Chas. Dakins,. Township of Coleman clerk. Mr. Dakins was one of several persons who spoke when the Ont- ario Public Lands Investigation committe held a hearing in the court house at Haileybury. Mr. Dakin said that as the mun- icipalities cannot tax the mineral content of mining claims, it is vir- tually impossible to collect taxes on the frequently worthless sur- face rights. He suggested that the government should impose an equalized mill rate on all mining claims, and make the payment of surface taxes a condition of keep- ing mineral rights. A group of Cobalters from the north end of town protested the manner in which the Mastermet Mining Company has been able to sell its mineral rights, but keep the surface rights on which more than 50 homes are situated. They were told that while the commit- tee is sympathetic, the matter has been settled in the courts. Stan Fleming, a Haileybury prospector, said that the govern- ment should try and give more consideration to the ordinary pros- pector. He said that the govern- ment has taken away most sur- face rights and lake frontage rights from the prospector. Mel Robb complained that lum- bering companies are putting. pad- locked gates across roads which the prospector should be able to use. George Byles of Haileybury said that it is time the provincial parks. were opened for prospecting. He agreed with the deputy minis- ter of Mines, H. C. Rickaby,. that there would have to be some lim- itations to prevent large -sections of . provincial parks being - paten- ted. The committee eonsisted of D. Horan, secretary; J. J. Thaw One of the best-known and most respected residents of Latchford, David Thompson Thaw, Deputy Chief Ranger in charge of the De- partment of Lands and Forests Headquarters at Latchford, died on Saturday, October 17, while on a hunting trip in the Gowganda area. Mr. Thaw, who had been an en- thusiastic hunter all his life, was accompanied by Dan Paul, Tom Proud and Mel Nurmi. While Mr. Paul remained at the camp, the others had set out across country to Hangingstone Lake. Mr. Thaw became separated from the other two and when they returned on their trail they found him sitting on a log, dead, having evidently passed away from a heart attack. With considerable' difficulty, the others managed to get word out to Elk Lake where Constable Sex- ton arranged for the Lands and Forests plane, stationed at Swas- tika, to fly in on Sunday for the body. In spite of very poor flying conditions, Pilot Dean Allan ac- complished this and the body was brought out to Elk Lake from where it was taken to the Buffam Funeral Parlours at Cobalt. The late Mr. Thaw was born in Wentworth County in 1894. At a very early age he moved with his parents to Emsdale where he lived until he came north to work for the Department of Lands and For- ests about 1927. or He married Mrs. Mary Jane Brohm, nee Thorne, of Emsdale, in 1927. After Mr. Thaw was ap- pointed Deputy Chief in charge at Latchford the family took up resi- dence at Latchford and have lived here since. Mr: Thaw was a veteran of the First World War and was wounded in action. At-the time of his death he was Chairman of the Latchford Public School Board, a member of Silver Masonic Lodge in Cobalt and of L.O.L. 1945, Latchford. He was a member of the Latchford United Church. He is survived by his wife, two brothers, Sam of North Tonawan- da, N.Y., and Wally of Kirkland Lake, one daughter, Joan, Mrs. Lloyd Heikkila of Cobalt, one step- daughter, Mrs. Russell Robert- son of Haliburton and 'two step- sons, William Brohm of Toronto and Joseph Brohm of Englehart. A short Masonic service was held at the Funeral Parlours on Monday evening. The funeral ser- vice was held at the Latchford United Church on Tuesday, Octo- ber 20, with the Rev. H. L. Wip- precht officiating. Pall-bearers, all Dept. of Lands and Forests employees, were Jack Lalonde, Temagami, Ed Mantle, Haileybury, Percy Bates, Angus Lingenfelter, Lawrence Anderson and Arthur Wright of Latchford. Interment was at the Haileybury Cemetery. Relatives in attendance were: Mr. and Mrs. Lloyd Heikkila, Co- balt, Mr. and Mrs. William Brohm and family, Toronto, Mr. and Mrs. Russell Robertson, Haliburton, Mr. and Mrs. Joe Brohm and daugh- ter Bonnie, Englehart, Mr. W. Bur- ton, Ruby St. The new Rector, Reverend Wyham attended the meeting to meet the ladies of the Auxiliary, and after the regular closing of the Prayer Partner's Prayer, Rev.
