This award will undoubtedly establish a precedent for other Ontario mar- kets and its influence could be felt in all of Canada. The new agree- ment, based on this award, takes effect July 16th. It would take more space than we have to even outline the main features of this new agreement but the ones that will be of most in- terest to all dairy farmers are an increase in the butterfat differen- tial to a maximum of 'five 'cents, a three cent reduction in the basic price per cwt, establishment of a Base Committee to allocate bases to ALL shippers to the fluid mar- ket and new regulations for dairies to take on new shippers. When these become law the end of this week there is every reason to sup- pose that milk markets other than Toronto may include similar terms in their new agreements -- at least, terms based on these prin- ciples. The butterfat differential has long been a matter of controversy --among producers themselves as well as between producers and dis- tributors -- and the board's deci- sion on five cents for one-tenth of a pound butterfat per cwt will not satisfy everybody. However, we suspect that the majority: of pro- ducers will be happy and also most distributors and processors. It's a compromise between the pre- sent three and one-half cents and the six and one-half cents which the Ontario Whole Milk 'League, acting on behalf of the Toronto Milk Producers Association had asked for. With the price of 3.4 -- which is' standard milk -- reduced three cents in the Toronto market it means that the basic price will be $5.07. per cwt; 3.5 milk will bring the producer $5.12; four per cent milk: will be $5.37 and so on. However, this differential is tied to the average price of butter while tthe three cent reduction is not tied to the differential. It will remain at three cents while this agreement is in force even if the average price of butter drops, which will mean a decrease in the differential. Of course, with but- ter prices supported by the fed- eral government until May 1962, there is little likelihood of any change before that time. But if butter prices drop the differential can drop as 'far back as the pre- sent three and one-half cents. There is a sliding scale based on the average price of butter. Setting up a Base Committee is an important development, too. There are Joint Committees oper- ating in several markets but the Toronto committee has been inac- tive for some time. The Base Com- mittee replaces it and will deter- mine and amend the principles upon which bases are allotted to producers. Not only that, the Milk Industry Board made provision for two categories of producers' -- those whose yearly milk fat test is 4.4 per centiand above, and those below 4.4 per cent. Bases (or quotas) wiil be established for pro- ducers in BOTH groups. In the past many high test shippers have had no base or quota but have sold all their milk at top price. Also, new shippers may be taken on by distributors only when sales of dairy requirements are at least 85 per cent of the base in each cat- egory. That means a dairy must be selling at least 85 per cent of its fluid milk quota or base before it can take on any new fluid ship- pers, Visitors Day .
