W. agents from a town in which they have sought to develop trouble, but it is not the ideal way of dealing with a vexing problem. It is no real solution, because it simply transfers the scene of their activity to another center. It may contribute a little to the inconven- ience of their work to send delega- tions in different directions, but that there will be convergence may be accepted as a certainty.
