- Chief of Police Fred Shaffer has decided upon an original way to free Evanston of purse snatchers. Pickpockets will be dealt with personally by the chief. Names of the prisoners will not be divulged, nor will the victim's name be revealed. There will be no opportunity for any "fixing" by friends of either party.
