Shaffer, editor of the Chicago Evening Post, has offered prize awards for th e best thesi s on the topic by foreign students at Northwestern universitY it was learned today, with the anno~t~ce ment of the first awards in the essay contest. Richard M. Sia, of Pao Shu Yuan, Foo Chow, China, and George ~f. Chavarri of 324 Lambagegue Estate. Peru, have been declared this year's winners by the committee oi judges. The committee consi~ting of Prof. Arthur J. Todd, head of the sociology department, and Dean Thomas F. Holgate, and Dean Jame. A. Jame s apparently had some di fticultY in naming the winners, as both Sia ~nd Chavarri were chosen to divide the second prize of $50 and none of these were declared comprehensive enough to garner the $100 first award. 'B oth the prize-winners have been felicitated by President 'A' alter Dill Scott. In his statement regarding the reasons for offering prizes to foreign st udents, "Mr. Shaffer ha s made it plain that he wants to see students from foreign lands become interested in American life and problems.
