Thvsv (-hangH are in the direction ui’ strvngthing the iuw as formerly constilutod and providing additinnui sari-guards to prevent the exploitation of children under the age 0! sixteen. The law prm'xdes that no child un- der the age of fourteen shall he em- ployed at any work. performed for wagwx or nther compensation, during Any time who-n the publir cohools of tho diitrict in which hr resides are m Evasion. nor can .1 child he nm- played at any work‘ before the hour of sew-n n‘clnck in the morning or after tho- hour of six u'cluck tn the afternoon. It is stipulated, however. that nothing in the law <hall be con- struml tn prt-vent u t'hild undc-r H yr-ar: u! ago frnm fining \uluntary Work of a trrnpnrar)‘ and hmrmlnss character, for (-«fmponmtmn, “fwn M'huol it nut in >('\'\'ix)IL Children under sixteen years of Ike and over fourteen may <N‘un‘ em- ployment (‘t-rtifiCMM i<suml by the Supprinu-mlc-nt of Schools or by :\ per<nn authorized by thv Sl-lmnl Bnard. Proof of age mu~t also he submitted. in anlditirvn to this, the child must bring a state- ment signed by the prospective pm- ployer. setting forth the character of the proposed employment. the num- ber of hours per day and of days per week. etc. With this data at hand the Superintendvnt of Schools may then issue an employment certificate which must he filed with the employer. If the child leaves his place of emâ€" ployment. the employer mu~t within three days. mail the employment cer- tificate to the Superintendent of Schools issuing the same. and the child must return to school until an- other position has been secured. The impression seems to prevail that it is within the power of the Superintendent of Schools or even of the School Board to excuse pupils from .st‘houl in order that they may be employed on the golf links and elsewhere. This is contrary to the la“. There is no prmision in the law which authorizes any person to set aside even temporarily any of the provisions of the law. Any school superintendent or hoard of education issuing excuses to pupils for employ- ment during school hours is acting without authority and no employer would be exempt from prosecution who accepted for employment child- ren possessing such written excuses. The plea has occasionally been made that the money earned by children in this way Would he oi great value to the parents. This argument. how- ever. has always heen used in Justify the employment of children of tender years in the various trades and in- dustries‘. It is no more applicable to employment in Highland Park than it would he in a factory town. It is the duty of all parents to make every sacrifice possible to keep their child- mo in school during the ages when the. children profits most from school instruction. At times houwhrld employment has been given in Highland Park to girls under sixteen. the Idea of the em- ployer apparently being that good in~ tontinns um! refined home surround- ing< rmulorod oven nnminnl (‘nmpll- anvo with the law unnvcvssnr) This is ncvorthcloss plain oxplnitatimx and Xn the intérosz of children and pur- ing< rmulorod oven nnminal (‘nrnpll- anvo with the law unnvcvssnr) This is ncvorthcloss plain oxplnitatimx and wnuld be so regarded by those whose duty It is to enforce the law.
