New York, Pittsburgh, or San Francisco, whiskey can be ‘bought over the bar without difï¬culty, it should be remembered that this is not generally the case in smaller cities. It is impossible to legislate out of existence anythingr to which men have been accustomed for years. merely by placing,r a law on the statute books. But by enforcing that law violations of it may he brought to a minimum. This stage has not yet been reached in the United States, but it is slowly being approached. There are hundreds of men in every town and city who ten years ago were accustomed to have one or more drinks each day and who now never touch a drop for months at a time. In almost every case these men will acknowledge that they are much better otf, although they miss the socizd'iltty of the old days. There have been laws against murder since history began. yet the fact that there are still slayings daily in the ['nited States does not call for the striking of all homicide laws from the books. Similarly with prohibition, the man who denounces the law be- cause there are isolated cases in which it is disregarded, is show- ing that he is either insincere or lacking in common sense. It seems strange that the various fort-es of this and other states. which are workingr for good roadsï¬t‘ail to reali7‘e their op- portunities. Almost invariably they blossom forth in the springr and summer with a call to arms, holding: meetings where bond issues are to come up. and doing ï¬ne work. If they would take human nature into account a little more, they Would make their drives for the next four or five months and hit at the sections where the farmers and others are forced to drive through mud up the hubs of their wagons or automobiles. After a few weeks of drying weather in the late spring and early summer the average person forgets about what happened during the winter. It is strange that the good roads forces have not taken steps to put through their campaigns at a time when the lesson of bads roads is fresh in the minds of the voters. The “something for nothing" spree that excited all Chicago and suburbs for several weeks has been halted by Postmaster Will Hays, who requested Chicago newspapers to stop their var- ious prize drawing contests. A prize check Would be refused by no one â€"â€" that is merely human nature. Nevertheless, almost everyone will agree that this form of lottery is no better than that in which the coupons are paid for by the holders. Bloating cir- culation lists by giving away thousands of dollars is not journal- ism â€"- it is merely cutâ€"throat competition.
