The gang may not be composed of bad boys; simâ€" ply neglected ones, boys with whom their mothers do not care to be bothered. ~The result is mischief, then petty crime and finally felonies. A halfâ€"time parent is neglecting his main responsibility. The answer, according to the National Republic, is of course too much politics and no party govâ€" ernment, instead, a government of combinations of goiitieal blocs, with kaledioscopic changes and no natural policy. * es â€" Those enterprising statesmen who have been most active in attempting to inaugurate the bloc system of government in the United States, can, if they areâ€"interested in the welfare of their country, get a great deal of good out of studying the present plight of France. France just now is a land of strange contradictions. Individually the people seem to be more prosperous than at any time in #heir history. They have plenty of money, no idle men and are moreover doing business all over the world.
