C., March 12.â€" In pasisng judgment upon the Presiâ€" ident‘s pending naval expansion bill we should be guided by three fundaâ€" mental truths; (1) the American people do not want war, (2) the American people believe the best way to avoid war is not to become involved in foreign entanglements and conflicts, and (3) the Ameriâ€" can people believe in preparedness by maintaining an adequate nationâ€" al defense. Every Member of Conâ€" gress should analyze the armament wituation and the proposed expanâ€" sion with those three principles upâ€" permost in his mind. A naval force too large can be as dangerous as a naval force too small. The former encourages unnecessary activity in foreign waters and the latter inâ€" vites activity in home waters. The question is, where is the line to be drawn between "necessary" and "excessive." Where is the point at which a navy becomes, by virtue of its nature and size, an inâ€" strument for aggression rather than solely an instrument for defense? It is by no means an easy question to answer. Yet it is precisely the question raised by the pending naâ€" val expansion bill. Whenever the heads of any Govâ€" ernment propose to enlarge their armed forces they invariably try to convince the people that the enâ€" largement is necessary for the mainâ€" tenance of an adequate national deâ€" fense. Time_and again that arguâ€" ment has been employed in practiâ€" cally every legislature throughout the world in getting larger and larâ€" ger appropriations. And the necesâ€" sity is shown by building up in the minds of the people fears, suspiâ€" cions, mistrust and visions of atâ€" tacks upon them. As a matter of fact, the same arâ€" gument is employed In-vzywu that has ever been fought. it not true that Germany claimed she was fighting a "defensive war"! Was not the same contention made by the Allied Powers! Is it not true that Japan insisted that her taking of Manchuria and subsequent enâ€" trance into China proper has been for "selfâ€"defense!" And so, when the Administration proposes an enlargement of our armed forces on the ground of "selfâ€"defense," the proposal is not to be accepted at its face value. This is the attitude I would urge the American people to take in reaching an opinion on the proposed $1,121,000,000 addition to our navy. It is impossible here to enumerate all the facts and cireumstances that make this clear as the undisclosed purpose of the President. Perhaps a few questions will provoke thought on what really lies behind the bill. 1. Under the Vinsonâ€"Trammel Act of 1924 a $4 billion naval proâ€" gram wa sauthorized, which has not been completed. Why siould anâ€" other billion dollars be added at this time? 2. Eleven new battleships have already been authorized, and why does the President desire authorizaâ€" tion for three more when a battleâ€" ship is designed for operation in foreign waters? 3. Why does the bill emphasize the battleship, which is essentially an instrument of aggression, over aircraft, which is essentially an inâ€" strument of defense? 4. Why does the President alâ€" ways .refuse to explain what he meant by speaking of "quarantines" through cooperation? 5. Why does the President reâ€" fuse to deny categorically that he has an "understanding‘ ‘with Great Britain? Why the secrecy? 6. Why did the President recomâ€" mend this bill because of a "threat to world peace and security" rather than because of a "threat" to our own peace and security? 7. ‘Does the President, who was Assistant Secretary of Navy under Woodrow Wilson, have the same foreign policy in mind that Presiâ€" dent Wilson advanced?
