As your Chief of Police, it is my duty to collect the tax which by legal ordinance has been assessed against every dog in the City of Highland Park. Our canine population is about 1,500 aniâ€" mals. Since July 1, when the dog tax for 1940â€"41 became due, only about 800 owners have voluntarily paid their dog license fee. More than 700 of our citizens are not only delinquent, but are in violation of the law and thereby subject to penalty. But the last thing your law enforcement agency desires to do, is to enforce any penalâ€" ties. I know that ours is a law abiding comâ€" munity. I believe that dog owners are not deâ€" liberate "cheats." Most people are just careless about this matter. But carelessness can no longer be accepted as an excuse for a flagrant violation of a legal as well as a moral obligation. In years passed, it has been the custom for the Chief of Police to assign officers to go out and collect our dog tax from door to door. That custom was unfair to the men and was unfair to you as a taxpayer.
