Unless unâ€" forseen expenses between now and theâ€"end â€"of the city‘s fiscal year on April 30th next, enter inta_the picâ€" ture it is believed that there will be sufficient funds available to fiâ€" nanceâ€"at least the start of some of these â€"muchâ€"neededâ€"enterprises. The current administration has operated well: below its income during its first year and if the present trend continues will do likewise during its second year. It is the opinion of some minds close to the city‘s government that the current adâ€" ministration should not attempt to pay off the city‘s deficit in one, two or three years but rather prorate it over the full four year term of officeâ€"thereby releasing fundsâ€" for current needs. % The telephone company‘s franâ€" chise with the city expired in 1987 but by mutual agreement has been held in effect since that date. This â€"school of thought believes that it is hardly doing the correct thing by theâ€"citizens of theâ€"commuâ€" nity if it finds itself at the end of four years with no deficit but little else to show for its labors. Those who hold to this view think that money saved over. and above the anâ€" nual sum set aside to pull the city out of the red should be diverted to other necessary channels. It is alsoâ€" their opinion that if a proper budgeting system is devised and used it will not be necessary to wait until the end of each year to use these funds that have accumulated during the city‘s fiscal term., be at an end. If the weather man behaves himself and the contractors put on a much needed burst of speed it should not be very long until these units are placed at the city‘s disposal. Commissioner Bowes reports that negotiations between his department and the telephone company on the latter‘s franchise are still going on but that several details have to be ironed out before the document can be . placed before the council for approval. _ ~ > >*>="* .
