Crane, planningâ€" consultant, to bring the official plan of the City of Highland Park, originally drafted by this orâ€" ganization in 1931,, up to date. The motion was pauet‘f with the proviâ€" sion that the cost of the plan to the city would not exceed $750.00. The one dissenting vote to the resâ€" olution as passed by the council was éast by Commissioner Swanson. In the debate on the motion before it was brought to a vote, Commissionâ€" er Swanson stated that he had no objection to bringing the plan up to date but that since the city was goâ€" ing to do much of the detail work connected with the plan, anyway, he thought it could get along withâ€" out the supervision of the Jacob L. Crane organization until the plan was presented to them for final apâ€" proval. Commissioner Swanson inâ€" timated that the city could save money by handling the work in this way. Mayor Ronan held that the job called for an ‘experienced city planâ€" ner right from the start who would directly supervise â€"theâ€" city emâ€" ployees in working out all details connected with the plan. â€"He added that the legal aspect of the work alone justified the city in hiring the Crane organization to finish the project started by it ten years ago. The mayor added that Jacob L. Crane was nationally known in his field and at the present time was engaged in defense work for the United . States Government. Conâ€" sidering the man‘s reputation and the character of the work involved Mayor Ronan was of the opinion that the city was getting a bargain. ~â€"The mayor made it clear that th action of the council did not bind the city to enter into a contract Wwith the Crane organization but that it simply conferred upon him the power to do so if he deemed it _advisable. : â€"~City Clerk Musser read a letter to the council sent by Attorney Benâ€" jamin F. J. O‘Dell calling that body‘s â€" attention toâ€" a â€"resolution passed by the council in 1989 authâ€" orizing him to attempt to collect a refund on taxes paid under the Pubâ€" lic Utility Act on a twenty perâ€" cent commission basis. He stated that he read this column‘s report in the January 16 issue of The Highland Park Press whereby. the council was considering joint action With the â€" Illinois â€" Municipal league in an effort to obtain the aforemenâ€" tioned refund. In view of the fact that the city was entirely in the dark concerning Mr. O‘Dell‘s work on the case, Comâ€" missioner Bowes moved that the Corporation Council contact the former and have him send in a written report outlining in detail what work he has done and what progress has been made toward obâ€" taining a refund. In view of recent bwilding develâ€" opments in the business district, Commissioner Swanson recommendâ€" ed that the city consider action toâ€" wards reviving the old ordinance providing for alleys in this area. He stated that as the business disâ€" trict continued to grw it was going to become more and more difficult to provide adequate fire protection unâ€" less means of ingress to the rear of business property was supplied. Fire Marshall Hoskin who was in the audience substantiated Commisâ€" sioner Swanson‘s remarks and stated that he was entirely in favor of the move to bring back alleys to the business district. Action by the council on this subject isâ€"expected in the near future. £ Commissioner Sharp reported that the official dedication of the new inâ€" cinerator is a matter of only a few weeks away. .Fires in the new buildâ€" ing have already been started and the project lacks only the finishing touches for completion. Mr. Sharp stated ° that his â€" department was planning to outdo the fire departâ€" ment by providing refreshments at itesâ€"dedication.â€"Weâ€"mayâ€"addâ€"here that if the celebrants can feed the Inner Man in the atmosphere of burning garbage and enjoy it, the day of~the modern incinerator has really arrived. > : 7 Commissioner Swanson stated that plans for the Green Bay Road imâ€" provement project were about ready for submission to the State Highway Department for official approval. However, as the new chief highway engineer has not as yet been apâ€" pointed by Governor Green it was thoughtâ€"advisable to postpone acâ€" tion along these lines for the time being.
