Musser City Clerk SUBDIVISION _AND PLATTING OP LATION OPF IMPROVEMENTS THEREâ€" AN ORDINANCE REGULATING THE (REPEALING AND SUPERSEDING THE PROVISIONS OF AN ORDINANCE REGULATING THE SUBDIVISION AND PLATTING OF LAND, PASSED AND u-noxfl ©CTOBER 10, 1927, AS PU AND RECORDED OCTOâ€" BE IT ORDAINED BY THE CITY coUNclL OP THE CITY OF HIGHâ€" NOIS, AS FPOLLOWS: BECTION 1, Short Title: This ordinâ€" ance shall be known and cited as "The Section 2â€"1. & lot of record when reâ€" ferred to in this ordinance shall mean and refer to & parcel of land which is a numbered lot created and delineated in & duly recorded plat of subdivision, or a parcel of land which has been conâ€" 24, 1922 or which at the time of the last division or separation from a larger tract by conveyance of record met the then existing area and frontage reâ€" quirements as established. by zoning regulations then in force in the City and‘ which after such separation and division left remaining of such original Official City Plan for the City of Highâ€" land Park", adopted April 14, 1947, and as, from time to time, amended. Section 2â€"3. ZONING ORDINANCE: The words Zoning Ofrdinances as used herein shall mean and refer to all zoning enactments of the City of Highland Park in force at the time or times that interpretation of such phrase may be hereafter required. Bection 2â€"4. SUBDIVISION CLASS I: Subdivision Class I shall mean any change or rearrangement in the boundâ€" aries or division lines of a lot or lots of record as herein defined, so as to create not more than two parcels of land which shall meet all of the reâ€" quirements of the Zoning Ordinance, provided that no public street is sought thereby to be dedicated or is contemâ€" plated or projected through séid lands by the City Plan, and provided further that the new lots or parcels of land are described in a manner other than by metes and bounds; all of which shall be shown on a plat of survey. Section 2â€"5. Subdivision Class II shall mean any change or rearrangement in the boundaries or division lines of any Government survey lands, no part of which contains or forms a part of w lot of record, into not more than two (2) tracts or parcels of land, the areas and dimensions of which shall be not less than required under the Zoning Ordinance, provided that no public st. is sought thereby to be dedicated, or contemplated or projected through said lands by the City Plan, and provided further, that the new lots or parcels of land are described in & manner other than by metes and bounds, all of which shall be shown on a Plat of Survey. Section 2â€"6. SUBDIVISION CLASS III: Subdivision Class III shall mean and shall include proposed divisions or changes after the effective date of this ordinance, in the boundary lines of any land which was or should have been included as part of a Class I or Class II Subdivision and also any and all other changes or rearrangements of the boundaries or division lines of any lot, parcel, plece, or tract of land not included in definitions of subdivisions Class I and Subdivisions Class II. Section 3â€"1. The plats of survey of Subdivisions Class~I and: Subdivisions Class II shallâ€"be filed with the Buildâ€" Ing Inspector in triplicate, but shall not be subject to the subsequent proâ€" visions of this ordinance. Section _3â€"2. TENTATIVE PLAT. â€" REQUIREMENTS & PROCEDURE FOR CLASS III SUBDIVISION: parcel an area equal to the then miniâ€" mum aree requirements of the zoning ordinances then in force. Section 2â€"2, The use of the words Ofâ€" ficial City Plan, Official Plan, City Plan, or Plan, or all or amy of them of sale or assessment or both, or wishâ€" ing to dedicate streets, alleys or other lands for public use, shall first submit to the City of Highland Park a tentaâ€" tive plat in tripiicate blueprints. Section 3â€"3. SCALE: Each tentative plat shall be drawn to the scale of One Hundred (100) feet to one (1) inch. Section 3â€"4. The tentative plat shall show the boundaries of the property to be subdivided, sectith, half section and quarter sections lines, existing streets, permanent . buildings, water courses, and ravines, and other existing Section 3â€"5. MUNICIPAL BOUNDARâ€" 1ES: All corporate boundary lines withâ€" in or adjacent to the proposed subâ€" division shall be so designated. Section 3â€"6. ZONING REQUIREâ€" MENTS: The tentative plat shall show compliance with the terms of the Zoning Ordinance and with the Offiâ€" clal Plan of the City of Highland Park. Section 3â€"7.. STREETS: The widths of roags, streets, (with their names) and alleys; dimensions of lots and blocks, and building lines, shall be shown, The full widths of streets bounding the proposed subdivision (with their names) and the widths and names of intersecting streets in the property imâ€" mediately adjacent shall* be shown. Section 3â€"8. CONNECTION WITH EXâ€" ISTING STREETS: All streets shall be carried to the boundaries of the proâ€" posed subdivision and shall show conâ€" nection directly with any existing or platted streets in the contiguous land. In such cases where topography, lakes, water courses, or other physical capdiâ€" tions require in the opinion of the City Council the platting and estabâ€" lishment of deadâ€"end streets, then such shall be suppiied and shown and shall be of adequate width with faciliâ€" ties for "turn around" in accordance with the specifications relating thereâ€" to which have been approved by the City Council and which are on file with the City Engineer. Section 3â€"9. NAMES: The name of the proposed subdivision with the name of the owner, trustees or sponsor shall be shown Sestion 3â€"10. All easements shall be Indicated oh said tentative plat and copies of all proposed easement agreeâ€" ments affecting any lot or involving adjacent land shail accompany the same features pertinent sion. Section 3â€"11. DEDPICATION OF STREETS: The plat of the proposed subdivision shall provide for dedicaâ€" tion of the necessary land for opening L E G A L THE PRESS to proper subdiviâ€" CcoUNnTY of public streets proposed by the plat or projected by the Official City Plan, m‘fl; that on streets which have opened to public use and are indicated by the Official City Plan to be widened, then the plat of subdiviâ€" less than the minimum as required by the Zoning Ordinance from the proâ€" posed street line projected by the Offiâ€" clal City Plan. Section 3â€"12. PRIVATE ROADS: Privâ€" ate roads and easements shall be servâ€" ced and maintained by the owners thereof; ‘no officer, agent or employee of the city shall at any time service or maintain or offer or agree to service or maintain any private road or easeâ€" ment or any part thereof. PROCEDURE FOR APPROVAL OF TENTATIVE PLAT Section 4â€"1. The City Council shall by motion refer the tentative plat to the Plan Commission and shall at the same time instruct the City Engineer to collaborate with the Subdivider and the Plan Commission in examining estimates of cost of street grading and such other public improvements as are required by this ordinance. Section 4â€"2, The Plan Commission shall then approve or disapprove the tentative plat. Upon approval of the tentative plat the following statement signed by the chairman shall be stamped upon both coples thereof: f NOTICE OF TENTATIVE APPROVAL "Notlce is hereby given that the general plan of the subâ€" division shown in this plat has received tentative approval of the Plan Commission of the City of Highland Park, and that the said Plan Commission is now ready to receive the final plat for consideration." Section _5â€"1. FINAL PLAT TO â€"BE SUBMITTED TO PLAN COMMISSION: After the Plan Commission bas apâ€" proved the tentative plat, the subâ€" divider shall submit to the Plan Comâ€" mission a Final Plat for Record as described herein together with the folâ€" lowing supporting documents as hereâ€" inafter required: Section 5â€"2. The Final Plat shall be in strict accordance with the approved tentative plat, drawn on tracing cloth, @ccompanied by two blueprints, to a seale of 100 feet to one inch, and shall include all information and be accomâ€" panled by all documents required by sections 5â€"3 to 5â€"26 inclusive, and sections 7â€"2 to 7â€"10 inclusive. Section 5â€"3. A grading plan and proâ€" files approved by the City En@meer sections 7â€"2 to 7â€"10 inclusive. Section 5â€"3. DEDICATION OF LANDS FOR PUBLIC USE: The Piat shall have lettered upon it a statement of dediâ€" cation properly conveying all lands dedicated for such public use as streets, public schools, parks or any other pubâ€" lic use, and there shall be attached to the plat a certificate certifying that the ownership of all such lands to be so dedicated by the said plat is vested in the person or persons so dedicating, Section 5â€"17. CERTIFICATES, etc: All proper certificates, seals and signatures as required by law shall be shown. Section 5â€"18. STREET WIDTHS: Street widths.shall be as shown on the Offiâ€" clal City Plan. If not shown thereon, said streets shall be not less than 66 feet wide. Section 5â€"19. ALLEYS: Where alleys are provided they shall conform to the Official City Plan but in â€"no case shall they be less than twenty (20) feet wide. Section 5â€"20. EASEMENTS FOR NECâ€" ESSARY UTILITIES. Section 5â€"21. SET BACK LINES: Set lines may be inserted where they are equal to or exceed the requirements of the Zoning Ordinance provided that such platted set back lines shall not control when in conflict with a greater set back line established by any amendâ€" ments to the Zoning Ordinance. Section 5â€"22. STREETS ALONG RAILâ€" ROADS: Streets platted along railroad rightsâ€"ofâ€"way shail be so laid out that the ‘negrest street line of such street shall be not less than one hundred twentyâ€"five (125) feet from the nearest line of such rallroad rightâ€"ofâ€"way. Section 5â€"23. LOT DEPTHS: The miniâ€" mum depth of lots shall be 125 feet except where considered by the Pian Comunission, to be impossible by reason of topography or converging streets, Section _ 6â€"1. Broeges, 802 Deerfigld road, who passed away Sack Besides the parents he is surâ€" vived by a brother, Robert Bruce, 5% and a sister, Gloria Anne, aged 7; also grandparents Gerâ€" hard Sorenson of Rice Lake, Wisâ€" consin, and the William Broeges of Freeport, Illinois. Interment was made at Mooney cemetery, Highland Park. On Wednesday, April 27, Mrs. Margaret Farrell Sack, widow of Frank C. Sack, passed away sudâ€" denly at the home of her sister in East De Pere, Wisconsin. After the death of her husband in 1921, she and her three chilâ€" dren resided in Mooseheart until a few years ago. were formâ€" erly residents of Mighland Park. Funeral services were held on Saturday, April 30, in Bay, Wisconsin, â€" with i?M\h Mullidor, Wisconsin. Mrs. Wm. Bader of North Chicago and Miss Molly Farrell of Rast De Pere.
