This means, he said, that his policies will be designed to enâ€" courage landlords further to keep their properties in good shape and to manage rentals in line with the same principles they followed beâ€" fore rent control. “Thishis not new under the rent law," the rent official said, "but it is given emphasis by a recent clarification and reâ€"statement of policy by the national housing expediter, Tighe E. Woods. "Landlords," _ Nicholson â€" said, "are now not only given increases in rent, based on higher rental value, to compensate them for any improvements they make in their property, but they are also comâ€" pensated for the increased cost of making improvements at presentâ€" day prices." The same added consideration because of higher prices isâ€"given in the case of increased services, or for additional costs due to inâ€" creased occupancy. § Briefly reviewing the grounds for rent increases, the rent official said rent raises are given for: 1. Major improvements, such as a porch, new plumbing or heatâ€" ing equipment, or for a whole group of repairs which constitutes a rehabilitation. 2. /A substantial increase in services, furniture or furnishings. (Any increase in services because of increased occupancy is also considered grounds for an inâ€" crease in rent.) 3. An inequity where the local rent official finds that rent has been frozen below the rate for comparable rental units in the Feed chickens and geese, Make good soap out of grease, r a wage that is not too exâ€" 4. Subâ€"tenancy, where a tenâ€" ant is getting rental from others renting from him. *‘These provisions," said the rent official, "give a clearâ€"cut inâ€" centive to Lake and McHenry County landlords to improve their property, to provide better living conditions for tenants and to inâ€" crease employment in the building trades and to stimulate the sale of building materials." Dear little soul, who came to us, Telephone Company To Curtail Expansion Activities Declaring he could not tell at this time "where the construction axe will finally fall, Manager E. M. Knox of the Illinois Bell Teleâ€" phone Company today said he was still hopeful that Highland Park would escape the cut in the teleâ€" phone improvement and expansion activities ordered this week by the Company‘s Board of Directors. The Directors ordered an immeâ€" diate $12.4 million cut in the Company‘s improvement program and halted commitments on imâ€" pending â€" construction â€" activities which would cost $34 million more. The Board of Directors anâ€" nouncement of construction reâ€" ductions included many projects for‘ Chicago and other Illinois communities covering building and switchboard additions, and local and long distance cable projects designed to relieve shortages. "Changing a big improvement program takes a lot of time to analyze every project," lhnncer Knox said, "and I just don‘t know today in detail where the re-‘ trenchment program will stop. He pointed out that also affectâ€" ed would be contemplated purâ€" chases from many of the Comâ€" pany‘s 5,000 suppliers in Illinois from whom the Company buys trucks, construction equipment and miscellaneous items required in its dayâ€"toâ€"day operations. "Unfortunately," he said, "‘the circumstances which forced these decisions will also affect employâ€" ment. "The first effects are apt to be felt by outside contractors and subâ€"contractors and by the Westâ€" ern Electric Company, at whose Chicago Hawthorne plant much of our telephone service equipment is made. And if our construction activities continue to slow down, the effects will be felt by our own plant forces. We have already halted all hiring of men." Fells, Marchi Continue To Pace AA Softball By Ray Geraci Marchi‘s and Fell‘s continue to dominate the Class AA softball league, as the first round of play ends Tuesday night. Marchi‘s faces Bethany in the last game of the first round Tuesday night at Sunâ€" set Park. Game time is 7:00 p.m. Fell‘s faces Olson Printers under the lights at Sunset Park Tuesday, starting at 8:45 p.m. In other games to be played Tuesday, the fast rushing Harrison Wholesale meet Bob‘s Braves, while Thayers faces Rex. Both games will start at 7 p.m. Marchi‘s knocked Olson Printers out of a first place tie last week by handing them a 12â€"1 setback behind the fourâ€"hit pitching of "Mel" Harder. The lone run scored off Harder in the seventh inning was unearned. Marchi‘s scored in every inning but the second and third to register their fourth win against a single defeat. Fell‘s Win In Seventh Fell‘s won the featured night game last Tuesday, 8â€"2, by scoring six runs in the seventh inning, after Bethany had scored two in the seventh to tie. Allen was the winning pitcher, Hall got the deâ€" feat. The win was the fourth of the season for Fells against one loss. Bethany took its fourth deâ€" feat compared to only one win. One of the wildest games of the season saw Harrison go into the last inning sporting a 12â€"2 lead, only to finally squeeze out a 12â€"11 win. The game took almost two hours to play. Thayers scored nine runs in the last inning in a game which was hotly contested. Tom Weil hit a home run for Harrison, but failed to touch second base. The alert deâ€" fense of Thayers called for the ball and touched second, whereâ€" upon the umpire called Weil out. At this point it looked like a typiâ€" cal Leo Durocher game. The win was the third for Harâ€" rison‘s against two losses, and gave the Wholesalers a chane end the first round MM Braves Romp Toâ€"Win Bob‘s Braves won their second game of the season last week by defeating Rex 14â€"0. The Braves scored seven runs in the first inâ€" ning to ice the game. They added three more in the third, two in the fifth and two in the sixth. _ The loss was the fourth of the season for Rex, and left them in a tie with Bethany for the lea gue cellar. Week Days THE PRESS The Weather Was Hot; Harrison‘s Were Hot; Hot Shots Ready for By Hanmk Arenberg Harrison Wholesale‘s 12 inch team was as hot as the 105 degree heat wave Sunday afternoon as they handed the Haven Hotshots of Highwood, a 5â€"4 drubbing at Lincoln field which was covered by a fine layer of dust from the Harrison was in the driver‘s seat all the way, as the weather, plus the timely hitting and fielding of a younger Harrison team took care of the older Haven men, who were ready to call it quits at the end of the feurth inning and go to the beach for a swim. Frank Fiore, manager of the Haven team is rumored to be bidding for the services of Ace Minor for the next encounter with the Harrison boys. The scoring started for Harriâ€" son in the third inning with two runs on Ed Weil‘s infield hit and Bob Fiore‘s rocket like home run. Again in the seventh, Joel Siegle came through with another of his long home runs with Tom Murphy on base to give Harrison the lead Moran struckout to open the seventh inning for the Haven, but Volpe ended up on third with a triple, when the ball took a bad bounce over the centerfielder‘s head. Rasmussen flyed out to left field and Volpe raced home after the catch for the Haven‘s fourth run. O‘Connell raised a weak foul fly to end the game with the Hot Shots on the short end of the score 5â€"4. Outstanding player for the Havâ€" en was playerâ€"manager Frank Fiâ€" ore who smashed out a triple and robbed Harrison of two sure hits and possible runs by spectacular catches at second base, Fiore also has piloted his team to first place in the 16 inch leage. Pitching for Harrison was Tom Murphy, again showing his control by walking only one man and striking out three, and giving up only two extra base hits.during the Manager Hank Arenberg will have his team at full strength for a practice game tonight at Lincoln school against Fells or Bob‘s Braves, The game will get under way at 7 with Murphy pitching against Allen or Corns. Fiocchi will hurl for the Highâ€" wood squad in the first game on July 16. back the North Chicago squad with two hits to win the game 8 to 1. SAVE NOW ON THESE "MUST" SERVICES!
