He de clares it bis opinion that unless the Democrats do something and begin to act together before long, Congress will break up, leaving the Democrats Jo so bad a condition that the Republi cans will carry the next House. Mr. Carlisle is exceedingly |dissatiefied with the lack of management display- «d by Morrison on the tariff *>ill, which Jm thinks ought to have bean present ed % long time ago, and before this been decided in the House. Then he Is worried at the evident lack of sym pathy between the admisistration and the Democrats In Congress, which he ha* tried hard to remedy, but without tnccess. Altogether the speaker is very much out of humor with the po litical situation and tlia conduct of his fellows in the House towards the ad ministration. 19*The political cauldron has com menced boiling and the present indi cations are that there will be a lively lontest for the office of Sheriff as the woods are full of candidates. A Virginian Whe had purchased a farm during the ^ War and paid for it with *20,000 in <)onfederate money, was sued before : the Circuit court of the Western Dis trict of Virginia, for a repayment of "the amount in United States funds, on the ground that the money which was accepted in payment wa3 not lawful tooney of the United States. The Circuit court gave a verdict for the the defendant was ordered to repay the amount. The fase was taken to the Supreme Court Of the United States, and Associate Justice Field rendered an opinion reversing the decision of the lower court, and declaring the first payment valid in every respect. Had Ihe lower court been sustained, an * Immense number of suits would have been begun through the South for the repayment of claims of a similar character.
