Figuring from the estimates of the war and navy departments the senate finance committee calculates the cost of the war, "from the present tima till July 1,1899, as at least $379,192,000." Add the |50,000,000 appropriation, a*id by the end of the fiscal year the United States will have expended $429,192,000 in this war with Spain. These figures, Mr. Allison says, "do not take into ac­ count any emergency expenses that may rise at any moment." It is quite generally believed that if the United States had possessed a first class navy this war woud have been avoided. Be that as it may, with a first ela6enavy peace would have followed quickly the. opening of hostilities. A navy sufficient to insure peace with powers like Spain would not cost one third of $429,000, 000. A first class navy would cost but little more than half that sum. For $150,000,000 we could build 30 battle­ ships, at $5,000,000 each--an outside figure. - For $25,000,000' 100 torpedo boats and destroyers, averaging $250,- 000 each, could be added. At $1,500,- 000 each, 20 monitors could be added for $30,000,000. Add 50 armored and unarinored 'cruisers and gunboats, averaging in cost $500,000, for $25,- 000,000 and 10 dry docks at $1,250,000, each--$12,600,000, an I the entire outfit would costo but $372,500,000--$15G,- 692,000 less than 16 months of war with Spain, enough to construct the Nicar­ agua canal and leave millions for coast defense! Such a navy would be a perpe tual insurance of peace. Congress has dredged creeks, and out of the way har­ bors, instead of building a navy, guns and coast defense.--Ex.
