This figure fluctuated constantly due to the large groups of tourists and members of foreign diplomatic corps and armies stationed in Peiping. Only buildings of modern architecture were those of the legation quarter which were in great contrast to the ^oriental mosaic of temples and palaces in the Forbidden City. Small side streets are often narrow and foul-smelling with rows of small one or two-story buildings on either side.
